Directorate "Industrial Relations and Management of Public Participation" has the following functions:

Performs drafts of deeds, with which the minister performs the rights of ownership of the state in the commercial companies with state participation in the share - protocol decisions, letter of attorneys for participation in general meetings of shareholders or partners, contracts for assignment of management and of control.

Analyzes the financial and economic situation of the commercial companies with more than 50 percent state participation in the capital and prepares the entire documentation, related to the approval of their financial reports.

Provides positions on the proposals of the single owned commercial companies: for ordering transactions with long-term assets; for renting of real estates; for acquisition or management of shares and stocks; for conclusion of contracts for credit, for mutual activity and for taking of exchange obligations; provisioning of permissions for establishment of pledge and/or mortgage on the long-term material assets, as well as positions and proposals with regard to the approval of the choice of an insurer prior to concluding a contract for obligatory insurance of the property.

Prepares methodically and organizes the development and update of business programs of the single owned commercial companies, analyzes their performance and controls the performance of the established in them economic indicators.

Performs monitoring on the corporative management of the commercial companies with more than 50 percent state participation in the capital, organizes the performance and provides cooperation with the contacts with the bodies of the Public Financial Inspection Agency, National Revenue Agency, the Commission for financial supervision, the General Labour Inspectorate and with other state bodies.

Keeps the registry on art. 35 from the Rules on the regulation for performing the rights of the state in the commercial companies with state participation (RRPRSCCSP), keeps and maintains the registyr of the declarations on art. 12 of Conflict of Interest Prevention and Ascertainment Act  with regard to the bodies of management and control and the liquidators of the commercial companies.

Observes and undertakes actions on preserving the state interests in the commercial companies with minority state participation in the capital.

Participates in the development or provides positions on projects for making better the normative basis, regulating the commercial and industrial relations; the management of the state participation, the privatisation and others with a view to the branch competency of the minister.

Makes the entire documentation on restructuring the state participation in the capital of the commercial companies with state participation by means of transformations, increase/decrease of capital etc.

Supports the directorate "Economic policies for promotion" and the Bulgarian Agency for investments in case of promotion of investment projects on the order of Law on promotion of the investment.

Organizes and prepares the activity of the ministry on discontinuing by means of liquidation of companies, in which the minister performs the rights of ownership of the state in the capital, upon taking decisions for discontinuation of procedure for liquidation and further continuation of the activity of the commercial companies or their reorganization.

Performs monitoring of the procedures on liquidation of the commercial companies with more than 50 percent state participation in which the minister performs the rights of ownership of the state in the capital, from their termination to their obliteration from the commercial registry.

Performs systematically collection, processing, classification and analysis of the information about the development in compliance with the law and the ending of the procedures on bankruptcy and performs methodically legal assistance to the executive bodies of the companies with regard to undertaking the particular actions in front of the court on bankruptcy and the meeting of creditors for protecting the interests of the debtor.

Administers a special bulletin for the sales of property from the mass of bankruptcy in the official website of the Ministry in the Internet with information about forthcoming sales of the assets of the companies, announced in bankruptcy, with regard to art. 717а, par. 2 from the Commerce act.

Performs the participation of the Ministry in the field of forming and holding of state policy with regard to the incomes, employment, education and professional qualification in the real sector in compliance with the policies of the Ministry of labour and social policy and the Ministry of education and science in the various fields.

It performs current monitoring on the forming and spending of the funds for working salary and control on the specification of the remunerations of the bodies for management and control in the commercial companies with more than 50 percent state participation in the capital, in which the minister performs the rights of ownership of the state.

Organizes and coordinates the activity of the Ministry in the field of the governmental policy for providing of healthy and safe conditions of work.

Organizes and coordinates the activity on the trilateral partnership with the employers and syndicate organisations.

Performs the activity on compensation of the persons who are entitled with rights on the order of Law on compensation of owners of acquired by the state real estates and on the order of § 18 from the transitional and final provisions of the Law on privatisation and post privatisational control with regard to art. 18 from the repealed Law on transformation and privatisation of state and municipal enterprises as a result of issued court orders and offers projects of decisions.

Keeps the registry on art. 6, par. 9 from the Law on compensating the owners of acquired by the state real estates and registries of the copies on declarations for compensations; supports the information massive of the Ministry for the determined as compensation and transferred shares/stocks; performs backup of the administrative letter exchanges on the entered declarations for compensation; provides information and other services to the natural persons and legal entities with regard to the compensation in the order of § 18 from the transitional and final provisions of the Law on privatisation and post privatisational control and of the Law on compensation of owners of acquired by the state real estates.

Keeps the contracts and documents on concluded with the minister in his capacity of privatisation performing body transactions for commercial companies from the sector Industry and Commerce, performs analyses and evaluations and provides information and copies from documents on transactions in response to declarations and signals from interested parties.

Organizes and coordinates the activity of the interunit expert councils and of the consultative council for acquisition and control on the performance of tasks, projects and programs for technical liquidation and/or conservation of non efficient objects and production capacities in the coal mining, uranium mining and ore mining, recultivation of the affected lands, monitoring etc.

Performs control on the purpose orientated spending of the funds from the state budget, related to the technical liquidation, recultivation, monitoring and liquidation of the consequences from the mining activity of objects and production capacities in the coal mining, uranium mining and ore mining.
