The Single Market Programme and competitiveness of enterprises, including small and medium-sized enterprises 2021-2027
 

Programme for the Internal market, competitiveness of enterprises, including small and medium-sized enterprises, the area of plants, animals, food and feed and European statistics" 2021-2027 was adopted by Regulation (EU) 2021/690 of the European Parliament and of the Council of 28 April 2021.

The Single Market Programme(SMP) aims to support the competitiveness of the EU internal market, industry and in particular micro-, small and medium-sized enterprises (SMEs), improvement of human health, plant and animal welfare and establish a framework for funding of European statistics.

The European Commission has assigned the implementation of the Programme to the European Innovation Council and SMEs Executive Agency (EISMEA), which is based in Brussels, Belgium. The Agency implements activities within the European Innovation Council and manages funds under European programs aimed at supporting small and medium-sized enterprises (SMEs), innovation, the EU internal market, consumer policy and others. Access to financial instruments for SMEs is provided through InvestEU.

The programme's budget is € 4.208 billion for the period 2021-2027. In addition, € 2 billion has been allocated to InvestEU for financial instruments through its "Small and Medium Enterprises Window" in order to contribute to the objectives of the programme.

The SME Programme has a budget of € 1 billion under the Single Market Programme and will ensure continuity of implementation with the COSME instruments, particularly support for better access to markets, a more favourable business environment and promotion of entrepreneurship. It aims to promote the competitiveness, capacity building and sustainability of enterprises, especially SMEs, including the promotion of tourism services.

The SME Programme will implement the "EU SME Strategy", the SME components in the "Industrial Strategy for Europe" and will be based on the EU Small Business Act in the process of annual reporting on the state of SMEs and the activities of the SME Envoy Network.
